The teenager was part of the Bundesliga Team of the Year last season and earned himself a senior call-up for England in the process.
However, Watzke told German publication Ruhr Nachrichten that he believes Sancho will eventually leave Dortmund.
“There aren’t many 19-year-olds with such a potential,” he said.
“He is also not a player from the region or one who would have any connection to it.
“When you have a player like Jadon Sancho, you must reassess the situation every single year.
“Everything else would not be honest.
“If a foreign player is not convinced that the club is right for him at the exact time, it just does not make any sense.”
These comments will come as a massive boost to Manchester United, who will be hopeful of tempting the youngster back to England.
Ole Gunnar Solskjaer’s were reportedly set to spend £100million on the forward but opted against making a bid after failing to qualify for the Champions League for this season and will now have to wait until the next transfer window to continue their pursuit.
Watzke also addressed an enquiry made into Sancho’s services over the summer which is thought to have been United.
“A chief of one of the super clubs asked me back in spring if there was a chance [to sign Sancho] but I told him straight away he should forget about it and he never contacted me again,” Watzke said.
“He knew I meant what I said.”
Sancho scored 12 goals and provided 14 assists for Dortmund in the Bundesliga last season.
He will begin the latest campaign with the club against Augsburg on Saturday.
