Ceballos has been linked with a move to Tottenham throughout the summer window.
Ceballos is keen on remaining a Real player and only leaving on loan this summer.
Sheth believes that is a deal that would suit Arsenal more, with the Gunners understood to have a meagre transfer budget of £45million.
“It appears that what Ceballos wants might fit in more with what Arsenal can do.
“I think Ceballos wants to do a loan, Real Madrid would ideally like to sell to get some money into the coffers to maybe buy other players.
“But Ceballos feels that he can still have an impact at the Bernabeu.
“So if you couple that with Arsenal’s, limited, we’re told, transfer budget, they can bring someone in like that on loan.
“Ceballos is looking for first-team football.
“Is he more likely to get it there than at Tottenham?”
Ceballos has been at Real since joining from Real Betis in 2017.
He has made 56 appearances for Los Blancos, scoring five goals.
The 22-year-old impressed at the recent European Under-21 Championships for Spain.
