However the international window is controlled by FIFA.

When will the summer transfer window close?
The transfer window in the Premier League closes on Thursday August 8th at 17:00, just before the start of the new season, but clubs can still sell players to other nations if the window in that country remains open.
The transfer window in France, Spain and Germany slams shut on August 31st, while Italy’s transfer window concludes on August 18th.

What about Championship and EFL clubs?
The Sky Bet Championship transfer window will close on the same date as the Premier League (August 8th) following a vote earlier in the season.
However, the window will remain open for clubs in League One and League Two until a later date, which has been confirmed as Monday September 2nd at 17:00.
